Tennessee is the only state in the country with an exclusively mobile sports-betting market — there are no retail sportsbook counters at all, because there are no casinos to put them in. The state taxes it at 1.85% of handle rather than of revenue, an unusual model. And Tennessee is the only state that bans credit-card deposits for licensed betting, a deliberate consumer-protection rule aimed at gambling debt.

What Is Not

Online casino gaming. Slots, blackjack, roulette, live dealer — none of it is licensed in Tennessee. This is not a case of the law lagging behind: no framework was ever created.

Dual-currency sweepstakes casinos. Banned. On 29 December 2025 the Attorney General's office issued cease-and-desist notices to 40 operators, arguing the coin-package model was a façade concealing real-money gambling and therefore an illegal lottery. Chumba, Zula, High 5, McLuck, LuckyLand, Modo, Legendz, WOW Vegas, Global Poker, Fortune Coins, Hello Millions, Sportzino, Stake and Yay Casino were among those named. Can You Play Online Casino in Tennessee?

In practice, yes — through operators licensed outside the United States, mostly in Curaçao, which accept Tennessee players and take real money.

The honest framing matters here. The enforcement action and the 2026 statute were aimed at operators, not at individual players, and we are not aware of Tennessee pursuing players. Who Regulates What
